Rasha holds a PhD in Civil Engineering from the University of East London. Her specialisms are transportation modelling, planning and sustainability.

She has experience in:

  • transport network modelling, using mathematical approaches to maintain maximum transport flows at minimum cost
  • investigating the effects of multi modal transportation strategies on future infrastructure planning
  • using an ontology approach to model the optimum locations of dry ports in regional port-hinterland settings
  • logistics and supply chain challenges.



Rasha has more than 20 years' experience in planning, transport strategies and policies.

She has led major projects, including the Euro-Med Transport Project, funded by the EU Commission, and pre-feasibility studies and feasibility studies funded by international financial bodies such as the World Bank (WB) and European Investment Bank (EIB). As a result, she has developed deep strategic and business development skills.

Rasha's excellent technical knowledge has stood her in good stead to review reports of economic evaluation analysis and sensitivity analysis, transport sustainability, and institutional reforms and legislations.

She also has a background in successfully preparing Terms of Reference when negotiating partnerships between government and private sector clients to execute Public Private Partnership (PPP) transport projects.
